Balanced and Comprehensive English Literacy Instruction

The California Reading Association strongly supports balanced and comprehensive literacy instruction designed to meet the needs of all learners.

Acquiring literacy is a highly complex process. By examining the ways in which children acquire language and learn to read and write, it becomes apparent that there are many different factors that affect literacy learning. These include instructional practices, students' prior knowledge and experience, students' primary language, and the language of instruction, teacher expertise, parent involvement, instructional materials, and expectations. In addition, assessment, evaluation, and analysis of learning with respect to standards can and should have an impact on instruction. It is, therefore, imperative that thoughtful consideration be given to the most effective means of providing literacy nstruction to meet the diverse needs of all of California's students to help ensure their learning success.

The California Reading Association embraces the notion of balanced instruction designed to meet the needs of students, which can vary from classroom to classroom and child to child. CRA supports the use of teaching strategies necessary to ensure the students become empowered to use all necessary strategies and sources of information to enable them to decode, comprehend, think critically, and communicate effectively, both in writing and orally.

Consistent with the California Reading/Language Arts Framework (1999) and the English-Language Arts Content Standard (1997), CRA supports the following components of an effective and balanced language arts program:

Furthermore, activities that lead to literacy provide all students with the tools and strategies necessary for learning in all other disciplines as well as life-long learning.

The California Reading Association recognizes that:

THEREFORE, the California Reading Association promotes the use of balanced and comprehensive literacy instruction.
